For Immediate Release: Tuesday, January 31, 2017 Montgomery County Council to hold public hearing on FY18 County Operating Budget Spending Affordability Guidelines Also: on Tuesday, Jan. 31: confirmation of New director of Department of Liquor ControlROCKVILLE, Md., January 30, 2017—The Montgomery County Council at 1:30 p.m. on Tuesday, Jan. 31, will hold a public hearing on proposed spending affordability guidelines for the Fiscal Year 2018 County operating budget. The Council’s regular weekly session will begin at 12:45 p.m. in the Third Floor Hearing Room of the Council Office Building at 100 Maryland Ave. in Rockville. The session and three public hearings scheduled to run consecutively starting at 1:30 p.m. will be will be televised live by County Cable Montgomery (CCM). The channel can be viewed on Cable Channels 996 (high definition) and 6 (standard definition) on Comcast; Channels 1056 (HD) and 6 (SD) on RCN; and Channel 30 on Verizon. The sessions also will be available live via streaming through the Council web site at http://tinyurl.com/z9982v8 . The meeting will be rebroadcast starting at 9 p.m. on Friday, Feb. 3. During the morning session, the Council is expected to confirm the appointment of Robert Dorfman, who was selected to be the new director of the County’s Department of Liquor Control. Mr. Dorfman was interviewed by the Council last week. One of the public hearings will focus on the spending affordability guidelines for the FY18 operating budget. The Council’s Government Operations and Fiscal Policy (GO) Committee will make a recommendation on Feb. 9 for Council action. The deadline for the Council to adopt the guidelines is the second Tuesday in February each year (this year the deadline is Feb. 14). The Council must set three spending affordability guidelines each year as required by the County Charter and Code. They are: The ceiling on real property tax revenue. The ceiling on the aggregate operating budget (AOB). The allocation of that AOB for County Government; the Board of Education (Montgomery County Public Schools); Montgomery College; the Maryland-National Capital Park and Planning Commission; and debt service and current revenue funding of capital projects.
